Hi. Please could you let me know whether I needed to upgrade my plan to hide/remove page titles (About, Contact, Home) in theme Twenty Seventeen, or was there some code I could enter to achieve this without an upgrade. Thank you.

Thank you for the confirmation.
Please could I also ask, is it possible to change the Site Title and Tagline colour, or does this also require an upgrade. Thank you.

change the Site Title and Tagline colour
That will require an upgrade.
Provided you have purchased either a Business Plan or Premium plan you can edit the CSS. https://wordpress.com/pricing/ But do read Note 2 below.
Note 1: If you have the required upgrade you can use this link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum where you will get the help you need with CSS editing.
Note 2: You can also post there prior to purchasing an upgrade to get an answer to whether or not what you want to do can be accomplished via CSS editing.

Just confirming what timethief said – changing the site title colour and tagline in Twenty Seventeen requires custom CSS, which comes with a Premium or Business plan.
Some themes have free colour palettes which change the site title & tagline colour (in the Customizer‘s Colors & Backgrounds panel – you click “Palettes” to get there) as part of the colour scheme. In Twenty Seventeen, the colour palettes do not affect the site title and tagline. If you’d like any help finding a different theme, just let me know and I’d be glad to help.
