Hello,
The header image will get cropped because that is how this theme operates.
Please have a look at the examples in its homepage: https://wordpress.com/theme/twentyseventeen
You can read the following articles to learn more about themes if you’re interested:

https://en.support.wordpress.com/theme-layouts/Keep in mind you can preview how you site will look with a certain theme on a mobile device by going to My Site> Theme> Customize and clicking on the relevant device icon at the bottom.
Hope that helps.
Best of luck.

As wpsuly said, the header in Twenty Seventeen is a background image that fills the browser in different ways at different sizes.
I can see how the text in your header graphic is getting cut off on smaller screens currently. I’d suggest you take the text out from your graphic and create a second graphic, which you can then upload in your Customizer‘s Site Identity panel as a logo file. (Alternatively, you could click the “Display header text” box instead of uploading the text as a logo.)
Then in your header file, you’ll probably want to move the image of your head more into the centre so the positioning works better on different screen sizes.
