Twenty Seventeen Theme: One Page Only Format?

Is it possible to have the navigation links on the home page link to matching content beneath those links on the home page rather than the unique page? I would prefer limiting people to the one page/home page/scroll up and down experience.
The blog I need help with is: (visible only to logged in users)
