Twenty Sixteen 'Blog pages show at most' setting

I’ve just started using the Twenty Sixteen theme, on my account. It’s excellent.
But could anyone help me with two questions:
1. In Settings > Reading there’s a setting for ‘Blog pages show at most’. It doesn’t matter what number I put in, my blog page shows endless blog posts. Scrolling to the bottom makes older posts appear. I’d like it to stop after say five or six, then have a link ‘Older posts’. Is that possible on Twenty Sixteen, with a free account? Is it possible with a paid plan? And if not, what’s that setting for?
2. Can a post be hidden on the blog page, but not be private? In other words, I might link to it elsewhere, but don’t wish it to be shown on the blog page.
Any help appreciated.

1, Did you look further down that page and disable “Infinite scroll”?
2. Perhaps the easiest way would be to make that particular item a page instead of a post.

Thanks themagicrobot, that’s really helped.
I thought I’d been carefully through all settings, but clearly missed that one. I like WordPress.com a lot, but there are so many settings and menus in the editor.
Your idea of having a page for the occasional post, rather than an actual post seems so obvious once I’ve been told. I should’ve thought of that.
