Twenty Sixteen unchangeable?

I can’t seem to edit anything or even add plugins to this theme, I have two other sites which are powered by Mantra, on them I can do just about anything I want, but not with the Twenty Sixteen theme.
For example, I want to remove some of the space surrounding the header, I also need a photo gallery plugin from Webdorado, and CSS editor, nothing is available to me with this theme.I tried to find the Mantra theme but to no avail, it’s just isn’t there.
On my other two sites I have my own server space and my own domains, but on this one I don’t, I used the free option, is that the reason I can’t change things?The blog I need help with is: (visible only to logged in users)

WordPress.com is a shared hosting environment and, for security, it’s not possible to upload third-party plugins or themes here. Instead, the functionality of many popular plugins is ready and built into WordPress.com sites by default.
For example, it’s possible to insert galleries to your posts/pages and choose from a variety of different styles:

In addition, the ability to add custom CSS is included as part of the WordPress.com Premium and Business plans. These plans also have many other features, including a custom domain and extra space.
It sounds like you may also have sites hosted elsewhere that are running on the free software available at WordPress.org.
