In order to edit the CSS for any theme on a WordPress.com site, you’ll need either the WordPress.com Premium package or the Custom Design package.
You can purchase these upgrades by clicking on Store in your blog dashboard.
Once you have the CSS upgrade, you can apply the CSS code I sent you in your other post here: https://en.forums.wordpress.com/topic/change-tagline-color-and-size-1?replies=2#post-1857524

As supportmyoffice alludes to above, CSS tweaks on WordPress.com sites are made by overriding existing styles – the style.css file can’t be edited directly.

You can also view a theme’s CSS using a tool like the Web Developer’s Toolbar, or by using a browser inspector, like Firebug for Firefox. Here are some helpful posts that will help you customize your site with CSS:
