Twentyseventeen theme broken on mobile

my site http://www.aloneonthemoonband.com/ has suddenly stopped being responsive on mobile. Tested on Safari and Chrome, both with same results. Looks great on desktop and when I use the view tools in the customizer to see the mobile view, it looks great there as well. I have deactivated every plugin, I’ve removed all custom CSS, and it still persists on displaying my header image full size, not displaying the mobile menu, and it’s not even scrolling. This is a clean install of WordPress with the default Twentyseventeen theme. Anyone have a clue what the hell is going on? It’s unbelievably aggravating.
