Hi there.
First, you only need the ID-part of the code, as in the number only.
Then you go to Appearance/Customize ->Widgets in the dashboard and add the Twitter Timeline Widget from the list of available widgets. You paste that ID number into the widget, and set the dimensions and appearance there.

You said you wanted to use the widget, and didn’t mention you want to embed it. You can see how that would lead to the answer I gave, can’t you?
In the same support doc, further down, it give instructions for embedding with the shortcode: https://en.support.wordpress.com/widgets/twitter-timeline-widget/#embedding-with-a-shortcode
According to those instructions, the only arguments accepted by the shortcode are “id” and “username”. This tells me it’s not possible to further customise this shortcode the way you want to.
Where did you get the “data-chrome” argument? No WordPress.com support doc mentions it, nor is it included in the widget code generated by Twitter.

well on Twitter they say that if you want to adjust your width or background colour, use the following codes
the width widens but only at a specific number not further if you wish
and the background colour doesn’t work

On WordPress.com only the WordPress.com shortcode works as described in that support doc. That’s why the support doc says not to copy the entire widget code, but only the ID, as that’s the only part of that code that can be used here.
If you tried using the code on the Twitter Developers page, that won’t work here.

I’ll tag this for staff to follow up, just in case I’m mistaken. Please be patient while waiting for their reply.

since it works as embedded I really don’t understand why something about the width and the background cannot be done

Ah I missed the part about resizing, but it’s the same issue as transparency, in that it’s not controlled the same way the widget is. I’ll pass that feature request along as well.
