All username accounts are associated with a single email address which becomes your unique identifier https://en.support.wordpress.com/email-address/ and that email address can only be used on a a single username account.
If you are not logged in under the correct WordPress.COM username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies prior to logging into another account
If you did not register the site under your WordPress.COM username account and do not have the required access, then you need to contact the person who registered the account and site under it, and have them act or transfer the site to your username account by using this process. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account

Hi there,
You need to be logged into the account you wish to close, and then go to Account Settings, here:
https://wordpress.com/me/account/
It will delete all sites that belong to that account, and shut down the account so you can no longer log in. It won’t affect any other account, or sites that belong to another account.
