  I would like to close one blog and have the other blog carry a differebt name/URL

  You can make one blog private by selecting the third site visibility option in your Reading Setting dashboard screen here:
  https://crochetalongwithcordulinchen.wordpress.com/wp-admin/options-reading.php

  Here is the support document that helps you with privacy settings: https://en.support.wordpress.com/settings/privacy-settings/

  You can then create a brand new blog with whatever url you want.
