two languages, two writers/translators

Hello there,
I need to set up a blog with two languages.
Two writers (one japanese, one english) will be involved, each will write in his own language, and be translated by the other one to his own language.
How can I achieve this? When one writer is logged in, he needs to be able to switch languages to write or translate (he needs to see both version when editing). But when visitors visit the site, they can also switch language, but see only one of them at a time (and have a choice to see original and translation together as well but in non editable version of course).

WordPress.com and WordPress.org have different log-ins and run different versions of themes with same names. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
