Two step authentication and new phones

How do you work this? What happens when you 1) get a new phone or 2) get mugged for your phone? Is recovery possible from a different device, does this require staff intervention, or are you good and hooped forever? I can hardly believe the last two are options, but the first one seems to negate the whole point of two step authentication.
Can staff or someone who has been through this clarify? As someone who’s had one phone brick and two get stolen, the uncertainty is actively preventing me from using this security feature.

Well you can disable the two step authentication once you are logged in (which you can do with a backup code), but to do the disabling you need another code and I’d say a backup code would work (confirmation world be good). Then on the new phone you can just set it up again.
If you didn’t have a backup code, I’d say staff would have to assist.

You can generate backup codes (from a desktop computer) at any time. Generating new backup codes will overwrite existing ones.
