Two-step authentication: lost phone, no backup codes, no transaction IDs

Hi,
I’ve followed all advice on WordPress.com and the support forums to reset and recover my account, however I’m unable to provide any of the proof of ownership details due to my laptop hard drive failing a couple of years ago.
I have 2 factor authentication enabled, however my old iPhone is no longer available so I’m unable to authenticate and login. I know my account password and email address, as well as WordPress.com username, but am unable to proceed past the 2 factor verification code step.
My laptop was the only place that the activation URL and key would be found in my emails, and also any backups of the 2 factor authentication codes. I’ve never completed a transaction with WordPress via Paypal, so I also have no transaction IDs I can provide. What other options can I follow in order to gain access to my account again as at present I can’t get past the account recovery submission. I’ve tried to email this to support@wordpress.com, however the advice on the returned email is exactly the same as the website and so at present I’m stuck in a loop without being able to contact anyone direct, hopefully this method may help me to resolve this issue.
If I create a new WordPress.com account will I still be able to link this to my seperately hosted site (not hosted by WordPress.com) using Jetpack and the other applications that can be used with WordPress.com and a self hosted site?
