  How do I apply this theme? I’ve downloaded it to my machine. It is supposed to be a wordpress theme.

  There are different flavors of WordPress, distinct and separate from each other. On WordPress.COM we cannot upload themes from the internet. The only themes we can use are available from dashboard—>appearance—>themes.
