Unable to accept invitation to edit another wordpress uers site

  I am trying to transfer a domain. Another wordpress user has asked me to be an editor of their site. However, when I try to accept their invitation by clicking ‘Join’ I get the error message below. What does this mean? I have tried on multiple computers but the same issue persists.

  ‘The jetpack site in inaccessible or returned an error: transport error – HTTP status code was not 200 (403) [-32300]’

  Can you add more detail to this? Being added to someone elses site doesn’t involve transferring domains?? Is the site hosted here at WordPress.com? Are they following these instructions?
