Unable to access WP Admin page

When I attempt to edit my site by accessing the admin page @my website.com/wp-admin a not found 404 error “The requested URL /~billbal1/wp-login.php was not found on this server.”
The site has not launched yet, I’ve been attempting to make edits to the site before launch.
I’m using Bluehost as the hosting service for this site. I’m able to log in to both BH and WP accounts successfully and view site information but unable to access admin.

What has changed before the 404 error occurred? Were there any changes in the permalinks at all?
