  That site is using the Colinear theme. What theme are you trying to activate? Are you an Admin on that site? All free or Premium themes are listed here https://wordpress.com/themes/ Any WordPress themes found elsewhere on the Internet are designed for the WordPress.org software but could be used here at WordPress.com by upgrading to the Business plan.
