Unable to add a domain without a premium plan

I am trying to add a new custom domain to my blog, while i am selecting my custom domain I am seeing only the option as upgrade to premium but seeing the select option. please suggest.
The blog I need help with is: (visible only to logged in users)

The steps to registering a domain are as follows:

Go to the Domains page.
If prompted, choose the blog you wish to add a domain to.
Enter the domain you wish to register in the search box.
If the domain is available it will show up below the search in a green box. Click Add.
Choose if you’d like to add email to your domain.
Fill in the Domain Registration Information.
Choose if you’d like your contact information to be public or private.
Make a payment to complete the registration and purchase a WordPress.com plan if you don’t have one already.
Update your domain to be the primary domain used for your site on the Domains page.– https://en.support.wordpress.com/domains/register-domain/

If you want to register your domain by selecting any plan other than Premium visit the following page:
Upgrade to the plan of your linking and then go to the add domain page to register your domain:
https://wordpress.com/domains/add/
