Unable to ADD NEW plugin within my dashboard

    I currently have a domain name with GoDaddy, and have pointed those DNS servers to NS1.wordpress.com, NS2.wordpress.com and NS3.Wordpress.com. However on my dashboard, it seems limited. I do not have the ability to install plugins. I have the Twenty Eleven theme, and the free plan of WordPress.com.
    I spoke with GoDaddy and they said while I have a valid domain name, my files are hosted on WordPress.com hosting, and the are unable to resolve.
    1. is my website set up correctly?
    2. should I have access to plugs-ins etc?
    3. How do I access?
