Unable to change the feature theme picture of landing page

  I am unable to make any updates to the main photo/CTA on my landing page, due to what I think is an inability to edit the theme (Ixion).

  Fairly new to this, any help appreciated.

  The blog I need help with is: (visible only to logged in users)

  Hey there, you should find these options under Customize. Look for the header option to change the main image. For the images below that, you’ll want to use featured content like this:
  https://wordpress.com/support/featured-content/

  Is the account admin the only one able to make these ‘appearance’ and ‘customize’ changes?

  Yes, only the site’s Administrator can make changes to the site’s appearance.
