Unable to connect Jetpack with my wordpress account

After activating Jetpack, I see this message : ‘Your installation of Jetpack is incomplete. If you installed Jetpack from GitHub, please refer to this document to set up your development environment’. I am unable to link it to my wordpress account. And I have also tried linking it from manually but it shows : ‘Sorry, you are not allowed to access this page’. Please help me out here.

I tried to reinstall it but after deactivating it from plugins section, on clicking the “delete” button, it quickly changes to “deleting” but no matter how long I wait it stays there itself.
Also after activating it, I don’t see “settings” option, unlike others there is only one option after activating it i.e. “deactivate”.
Please let me know what to do now. -

Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers.
