“Unable to connect to remote server” message

  I am getting this message when I try to post to my blog, and cannot get into it at all from Explorer. Is this a WP issue or a hosting issue?

  Error attempting to connect to weblog at:

  http://cottageblogger.com/xmlrpc.php

  Unable to connect to the remote server

  Any help is much appreciated.
