Unable to create a new blog…

  I am unable to create a new blog after deleting my old one because it had become glitchy due to the fact that I accidentally exited the set-up stage of the blog. Please help me make my blog again! :( Internet explorer keeps telling me that the page cannot be displayed, even after logging out and then in again.
