Unable to delete site from account at wordpress.com

Trying to delete earthyexpressionsdotcom.wordpress.com from my wordpress account but no matter what I do (tools delete) I never get an email. I’ve checked the email is valid. Nothing in spam for the delete action.
Also noticed there is some user I can’t delete in the site either. Both myself and that user show as administrator.
The blog I need help with is: (visible only to logged in users)

You can use account recovery first to gain access and then you can delete the blog or make it private.You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.

Your last resort for obtaining access is to complete the form for account recovery at this link https://en.wordpress.com/wp-login.php?action=recovery with as much information as possible and submit it to the Account Recovery Staff so they can contact you by email ie. not on these public support forums which are available to everyone with internet access.
All blogs are independent websites so what you do one one has no effects on any others. To delete a free hosted WordPress.COM blog you must be logged in under the exact same username account that registered the blog.
Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made.

When I go to wordpress.com I login, From there I can see 3 sites. one of them being the one I want to delete. I select WP Admin for the site I want to delete and go to tools delete and confirm that I want to delete it. It then says it will email but it never does and it never gets deleted.
Under users in WP admin there are 2 users, me and someone else. Both are admin. it doesn’t let me delete one of the users either.
This is very confusing. Are you saying the login I’m useing at wordpress.com that user name even those it’s the same as the user in the site that I want delete is a different login?

I am saying that you must be logged in as Admin under the exact same username account that registered any blog to be able to delete that blog.

So I login.
I click on My Sites
I click switch site
I click the one I want to delete
I click on WP Admin
I click on Tools
I click on Delete Site
I choose reason
I click checkbox
I click delete
It tells me it will email me with a link to confirm deletionI never get the email. Troubleshooting says to make sure under users personal settings the email address is correct which it is.
If I look at users it shows 2 one of them is the user I logged in as.
So what am I missing/not understanding?

Yes as I’ve said I’ve verified the email account is correct and I’ve checked my spam folders for emails but have seen nothing.
