  How can I edit this? Please help.

  Change it on the Settings->General page under “Tagline”.

  But unable to find the “Tagline”. There is no General page option either!

  What should I do?

  Look again. If you are the administrator of that blog, and logged in to the correct account, the General page is under Settings on the blog dashboard.
