Unable to find which version my blog is and unable to link to Hootsuite / have XML-RPC enabled

Hi!
Could you help me figure out what version my blog is. I believe it needs to be 3.4 and above to be able to link to things like Hootsuite. When looking in the settings I can’t find the section that says ‘ remote publishing’ This is not available to me. Any help with this would be greatly appreciated!WP.com: Yes

Hi there,
All sites on WordPress.com are always on the most recent version of WordPress (currently 5.9.3), and all sites on WordPress.com have XML-RPC enabled by default.
If you want to add your site to HootSuite using XML-RPC, make sure you’re following the steps here:

Are you speaking of settings in HootSuite, or in WordPress?
We don’t have any setting like that on WordPress.com, nor have I ever seen something like this in the open source version of WordPress. Any remote publishing using XML-RPC would need to be set up from the end of the service you’re trying to publish from, not on your site you’re trying to publish to.
We don’t offer any direct integration with Hootsuite from our end.
Can you perhaps give me a link to the instructions you’re trying to follow?
