So, the domain you posted seems to be your own primary blog. I must be wrong because of course, you don’t need to follow your own blog, you own it!
So if the above domain is not your own blog, let us know!
Also, when you set up your account, did you make sure to click and follow the link in the confirmation email?

Hi there,
Two days ago you followed seven sites in one minute, some of them within two seconds of each other. That is why your account was blocked from following. It looks like you’ve been following around a 100 completely random sites a day for several days now. That kind of following behaviour means you’re either a bot running an automated process, or you’re a spammer who is bulk-following sites for the sole purpose of getting followers in return.
I’ve enabled follows for your account again, but if you keep on using the follow feature in this way you will be blocked again. The Follow feature is intended to help you keep track of sites you want to read, and there’s no way you’re reading all 4498 sites you are following at present. If your intention is to get more people looking at your site, try reading and commenting on their content instead.
There are many legitimate reasons for wanting to follow your own site, and following your own site cannot ever result in your follows being blocked. Not confirming your email also doesn’t prevent you from following sites.

I will have a cull and I will be careful in future, I am still not able to follow, I have 2 people that I would like to follow. Please confirm it has been reactivated, I am an active user on WordPress as you can see from my account

Looks like it didn’t go through the first time I enabled follows. I just tried again and it looks like it stuck this time.
This blocking is only triggered by the act of bulk-following. Sites you already follow can’t cause you to be blocked, so no need to unfollow a bunch of sites – that won’t have an effect in any case – but I would suggest you trim it down to only those sites you want to read so you can find some use in the Reader as well :)
