Unable to FTP Plugins

So, I am pretty certain that using the free wordpress.com hosted site that I am unable to use plugins? I’m trying to implement my eBay Listings into my Blog/Website.
Everything I have read deals with downloading a .zip file and transferring to the /plugin folder.
Is there any way to remedy this without spending much money for hosting? preferably free. I’m new to WP, and not quite sure I’m ready to spend real money on it. I tried to use the dream host, but I kept getting nowhere, must upgrade hosting to use this feature, and they don’t offer FTP for the free accounts anyway.
To keep from rambling, I want to use plugins and whatnot, and is there a way to use them with my current setup? and if not, what is the next best option?
I appreciate any advice/information that you can provide!
