Unable to get to Plugins link from Dashboard page for my site

When I am logged in to my site (patpagemusic) I do not see the PlugIns link under the Apperance link. If i try to go to the page http://patpagemusic.wordpress.com/wp-admin/network/plugins.php I receive the following error :
User patpagemusic Cannot Access the Dashboard Requested
You are logged in as “patpagemusic” and do not have the necessary privileges to access the dashboard for “patpagemusic”. If you are not “patpagemusic”, please log out, and log back in with your username. This is my site and I am logged in correctly. Why am I unable to see the Plugins link?

There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins into them for security reasons. Those found on the internet are for WordPress.ORG installs which run on different software.
