  This usually happens when the content you are trying to upload is considered to be spam according to our Terms of Service.
  However it’s still possible to set up a site using that content. To do so you must find yourself a hosting provider, e.g. Bluehost, Godaddy, Siteground, … as long it isn’t against their Terms of Service.
