  Why I am unable to install free plugin to my free website. Is it not possible?

  Not possible. With a free site you only get the popular pre loaded plugins. To add any extra ones requires an upgrade to a Business plan.

  You can’t install plugins on the Free Plan. To do so you must upgrade to the Business Plan, https://wordpress.com/pricing/
