For example, has a migration of a site taken place, or was there a site under the same domain hosted in a different place?

I was trying to reset the site to start from scratch – I used a plugin to do so and I believe the plugin deleted my site admin user.

Yes, indeed. The problem with those “reset site” plugins is that they reset everything, including user accounts, which caused the issue in this case.
We added you back as an administrator on the site, reconnected Jetpack, and enabled SSO so you can log in again using your WordPress.com user account.
We also deleted the
