Unable to process payment with my debit card

I have been trying to purchase the domain mapping service for my blog. However, each time I try to pay using my debit card i get the following message – “The transaction was declined. Please contact your card issuer as they may have blocked the transaction for anti-fraud purposes. Alternatively, try another card.”
I called my bank and they said there is no block or ban on WordPress and the reason my transaction cannot be processed is due to WordPress itself declining the transaction. Any idea what the issue could be?

Exactly which major credit card is it that was declined please?
Below are the only accepted means of payment.
http://en.support.wordpress.com/payment/WordPress.com uses PayPal as the payment processor, and as such, can only accept payment from countries they support: https://www.paypal.com/worldwide/
If for whatever reason, they have chosen to block payment from your country, you will not be able to purchase an upgrade here unless you have a source of payment outside of your country. Note: You can buy a prepaid credit card from an approved country or pay in Bitcoin.
In addition to major credit cards Mastercard, VISA, American Express, Discover, and PayPal https://www.paypal.com/worldwide/ WordPress.com can accept echecks and some debit cards.
The debit card must have a VISA or Mastercard symbol on it, and should work just like a credit card when selecting the VISA or Mastercard option on the payment form, even though it’s a debit card.

Can you let me know if you’re trying to pay directly with a card or if you’re using the PayPal checkout option that is linked to your bank account? The error message I’m seeing normally indicates that the billing address is incorrect. Can you make sure the billing address was entered correctly?

I’m trying to pay directly with a card. Not via PayPal.
With direct card payment, billing address is not asked for. There is only a field for ZipCode which I have entered correctly.
I called my bank again and they said payment is still being blocked by WordPress not by the bank.

That’s odd. The only reason I mention PayPal is it looks like we’re seeing an error from PayPal from the transaction. Could you try to use another card to see if that makes a difference with the charge?
