Unable to receive security code and lost backup codes

Hi all,
I have full permission to access a registered email of my WordPress account, but cannot sign in. The system asked for either security code or 1 of 10 backup codes. The trouble is that:
1, There was no security code sent to my mobile phone. Many efforts, always failed. In 2018, my phone number was changed from (+84)167******* into (+84)37******* following the policy of Vietnam Government. It is likely a reason, but not sure.
2, I lost all 10 backup codes
3, I failed to summit the ‘Account Recover’ form to the support of WordPress, due to lack of Transaction ID and Activation URL. I was told to recover a new password. I did that, but still could not access the account, because of missing the security code and backup code.
