Unable to register a blog.

  I am not able to start a new blog. I have logged in and gone to “register a new blog” section, it takes me to https://en.wordpress.com/signup/, but that is a totally blank page on my browser (Internet Explorer 8, Vista). I’ve cleared cache and cookies, closed browser and started over – can’t get anything but a blank page.
