Unable to Select Free Plan

I already have a free website on WordPress.com, with a wordpress.com domain, that I have had for many years. I wish to now create a new free site on wordpress.com with a new topic and content while keeping my existing one intact in case I wish to make it public again. However, when I go through the steps to create a new site on wordpress.com, there are no options to create a wordpress.com domain or select the Free plan – I am given only the options to select a currently free domain (that then costs £15+ per year) or select the minimum £3 a month plans (Personal etc). Even after Googling I can’t find anywhere an explanation as to why I’m not seeing the option of a Free plan available!
Is it still possible to create a Free site?

I have discovered that I can select the free domain “photography.photo.blog” and then have the option for a Free Plan show up. But nowhere am I able to choose a wordpress.com domain, even though when I search for the domain I want it asks me if I’d like to register it.

Hi there,
If you selected “Blog” in the first step, you’ll be given a free .blog subdomain instead of a WordPress.com one on the domains step.
If you specifically want a WordPress.com address, selects “Business” instead as the first option for the type of site you want to make.
