Unable to start a site

Following your instructions only gets me to a page two to sign up to pay you. When I try to select anything on this page, nothing happens. What you have pre-selected for me remains, but I cannot even choose it. On one try, I actually got a thinking wheel, which ran for over three hours without accomplishing anything. People who did a site several years ago say their experience was much easier and cannot help me navigate this process either. Evidently the goal of Word Press is to get people who currently want to start a blog to pay Word Press to manage everything for them. If this is NOT your goal, can you suggest a reason why your instructions do not work?

It should only take moments and a few clicks to create a free site. Note that a free site needs to have a subdomain address that ends in .wordpress.com and you may have to scroll to the bottom of the page past offers of paid sites to reach it. Then you usually click through with “continue with free”.
