Unable to submit refund request on unshipped priority mail padded envelope label

I would like a refund on a shipping label that has incorrect information on it. When I hover over the request refund option on the edit order page, it says USPS letters are not eligible for refunds. This label is not for a letter, it is for a package. I have never had this problem in the past, have always been able to process refunds. Please help with this.
