Unable to transfer domain yet but want to start building website

Hi so i own a domain on godaddy that I bought recently but per their rules I cannot transfer it until after two months from the date I bought it. I am planning on transferring it to your register to make things easier but I still have to wait a month to be able to move it. Is their anyway I can start building my website before I transfer the domain?

You can build your new site here and then wait to connect the domain until everything is ready to go.

.wordpress.comsubdomain.Keep the new site private as to not affect any SEO.
