Unable to Transfer Site

Hello there – I’m trying to transfer the site to a different user.
Following the instructions, no ‘Transfer Blog link’ appears. I created the original site so I assume I own it.

Your site used to have Business plan. These sites go through a series of structural changes on the backend, and they do not work quite the same as the rest of the WordPress.com sites.
If you’re not planning to re-adding plan Business to it, before you can transfer it, we would need to revert it to the state before you uploaded the first plugin/third-party theme. That can delete any content related to those, so we recommend creating a backup first. You can create a free site and import all your content to it. Once everything is there, let us know, and we’ll revert the site. -

Jetpack will not let me download a backup, giving a “The activity referenced … is not rewindable.” message.
Any guidance on how to proceed?
