Unable to upgrade

I am new to all of this and have attempted to do an upgrade. However, I got a message saying my payment was refused and to contact support. I have no idea how to do this! Can anyone give me some advice on what I need to do?

Our Billing Support team handles inquiries about this. You can reach out to them for assistance with this using the link in your dashboard that says: “Purchases are currently disabled. Please contact us to re-enable purchases.”
