Unable to upgrade

I have been trying to upgrade my account to the personal one since yesterday. I tried it on a Mac yesterday with Safari and Firefox, when I log into PayPal the following message comes up ‘we were unable to go through with your payment. Please return to merchant.’ So today I tried it on a windows computer with both Chrome and Internet Explorer, I put my details in and then it just show my main PayPal page but the purchase does not go through. I have tried it multiple times and really need some help here.
