unable to upload new custom theme

  hi,
  i have paid for a premium account but when i got into themes to upload my new theme there is no ‘add new’ function…..

  The blog I need help with is: (visible only to logged in users)

  No user on WordPress.com is able to upload custom themes, regardless of upgrades: http://en.support.wordpress.com/themes/adding-new-themes/
