  Unable to upload plugin – The box that usually appears to upload is not there its blank?
  I have tried another browser and logged into anothwer account its the same.

  Are you trying to upload plugins via your wp-admin dashboard or your WordPress.com dashboard? I am able to see the plugin upload button from the WordPress.com dashboard, but I do not have access to your wp-admin since your site isn’t hosted with us:

  

  If you are having an issue with the wp-admin dashboard, I would recommend reaching out to your site host, as they would be best positioned to assist you since they have access to your account. The dotorg support forum will also be better able to point you in the right direction:
