  Why I am unable to upload theme

  We have 4 different plans: free, personal, premium and business. All hosting is free regardless of which plan you choose. You can view all wordpress.com plan features here https://wordpress.com/pricing/

  Blogger installed plugins and third party or custom themes cannot be used on WordPress.COM hosted sites unless you have a Business Plan http://wordpress.com/plans/

  I have purchased a wordpress Business Plan, however, when I try to upload a theme, WordPress tells me I need the Business Plan. If I try to buy Business Plan, WordPress says I already have it. Hence, I seem unable to upload a theme.

  You won’t be able to upload a theme until you have connected a domain to your site. Please contact live chat support at https://wordpress.com/help/contact if you need any more help with this.
