  You will need a WordPress.com business plan to be able to upload a custom theme or plugin.Here are the various plans with their features: https://wordpress.com/pricing/

  Hi hidemyipsite,

  As @moodyblerd highlighted, installing third party themes is only supported on the Business plan. Your site is currently using the Free plan so you would need to upgrade in order to use the theme here on WordPress.com.
