‘Unable to Verify Email’ error with invoice payment

I have semi-infrequent errors pop up when a customer attempts to pay an invoice. I set up the invoice fine. I set up 26 invoices and I only have 4 or 5 customers experiencing the issue.
The customer enters their email when prompted and they get this ‘We are Unable to Verify the email address you provided. Please try again’.
I have tried re-issuing the invoice had the customer try a different browser.
Any thoughts on how to get this fixed? It is very frustrating for my customers.
