I was just charged $18, but I haven’t used my WordPress account in ages and I’m not registered for premium anymore.

That’s the cost of a domain upgrade. What is the domain URL?
Automattic Inc. https://automattic.com/ owns WordPress.com and other products like Akismet and VaultPress, etc. so this could be a charge related to one of them. It’s important to know that each charge is sent to the registered email address for each username account, so if you have more than one username account that could be confusing you. Also if you have a wordpress.org account and a wordpress.com account that could be confusing you.
