Wordpress.com charged my card $318 yesterday. I did not authorize this. Who do I speak with to reverse this charge on my card?

I no longer need the domain.
When I go to Purchases, it doesn’t load anything. It just sits there trying to load. Would I be able to do this through GoDaddy managed WordPress?

No, because GoDaddy’s managed hosting is a separate entity from the hosting here at WordPress.com where your purchases were made. It would be like trying to return something at Walmart when you purchased it at Target.
Pulling up your account I am showing you were able to request those cancellations and refunds between the time you posted and now. Please note it may take 7-10 days for the credit to show up in your bank account.
