Under Construction plug-in needed

I want to use this “smart maintenance mode/under construction” on my blog. It is available on wordpress.org. https://wordpress.org/plugins/smart-maintenance-mode/installation/ But when I go to my blog it is not listed as a plug-in and I learn that wordpress.com does not allow the upload.
The blog I need help with is: (visible only to logged in users)
